The mission of the STEP program is to break the cycle of abuse by providing permanent adoptive homes and flexible placements to California's infants and toddlers. This unique program places an emphasis on children of all races with various special needs, by providing services, support, and advocacy on the path to permanency.

Who Can Meet the Need?

• Flexible families who are foster-certified and understand the risk of Concurrent Planning placements
• Families willing to accept emergency/shelter placements
• Trained families who understand the need for permanency
• Courageous people who will support birth parents

You can STEP forward if you are:

• Emotionally stable
• Able to pay your bills and meet your financial responsibilities
• Single, married, or partners
• A renter or home owner
• 21 to 60+ years of age
• A parent or do not yet have children
• Most importantly, able to parent a child not born to you
